In today's inner cities, there is a tremendous potential
for real estate development that is largely untapped. This emerging
market has become ripe with opportunity and distinct competitive

Federal regulations set forth under the Community
Reinvestment Act (CRA) of 1977 mandate that many financial institutions
make investments in these emerging urban markets for the purposes
